Full Biography

Rocío M. Vélez is a highly accomplished professional blending legal expertise with a passion for environmental advocacy and sustainable innovation. Most recently, she served as Assistant General Counsel & Business Development Director for Latin America at Solena Fuels Corporation and SGI, Inc. In this role, she led the legal negotiations and contracting for large-scale biomass-to-energy and sustainable fuel projects on a global scale.
Her extensive background in public service includes serving as Associate Director of the Puerto Rico Federal Affairs Administration (PRFAA) in Washington, D.C. There, she acted as a vital legislative liaison for over 58 municipalities and 200 non-profit organizations, providing specialized training in procurement, federal compliance, and economic development. Her diverse corporate experience also includes a successful tenure as a corporate sales executive at American Express, Inc.
Rocío holds a Juris Doctor from the Pontifical Catholic University of Puerto Rico and a B.A. in History and Political Science from Point Park University. She is an active member of the Bar in both the District of Columbia and Puerto Rico, offering clients a sophisticated understanding of both federal and regional legal landscapes.
